Bye-Laws of the Royal Order of Scotland - Provincial Grand Lodge of Dorset

  1. The Provincial Grand Lodge shall meet on the second Saturday in January, the first Saturday in May and the second Saturday in August (installation), at a time to be fixed by the Provincial Grand Master. Summonses to all meetings shall be despatched to all members at least fourteen days in advance of each meeting, by the Provincial Grand Secretary.
  2. The business of Provincial Grand Lodge shall be conducted by a Committee, which shall consist of the Provincial Grand Master, Deputy and Substitute Provincial Grand Masters, Provincial Grand Wardens, Provincial Grand Secretary, Provincial Grand Treasurer and two other members appointed by the Provincial Grand Master. The Committee shall meet on such occasion as the Provincial Grand Master shall deem necessary.
  3. The Annual Subscription [Thirty-five pounds as at August 2011] shall be of such an amount as the Provincial Grand Lodge shall, from time to time, determine by resolution after due notice has appeared on the summons,  due and payable in advance on the First day of October in each year. Any member whose subscription is in arrears at 30th September shall, ipso facto, be returned to Grand Lodge as 'Excluded in arrears'. Any member thus excluded shall not be eligible to rejoin until he shall have paid all arrears due to the Provincial Grand Lodge.
  4. The fee for the Advancement and Promotion of a candidate (to include the registration in the books of Grand Lodge and the issue of a Diploma) and the fees for joining from another Province and rejoining shall be of such amount as the Provincial Grand Lodge shall, from time to time, decide by resolution after due notice has appeared on the summons, [presently forty pounds each]
  5. Any member wishing to withdraw from the Provincial Grand Lodge must give notice of such intention in writing to the Provincial Grand Secretary. On payment of any monies which may be due to the Provincial Grand Lodge, his resignation shall be accepted. The particulars of any previous member wishing to rejoin must appear on the summons calling the next meeting.
  6. All applications for admission, joining or rejoining shall be sent to the Provincial Grand Secretary, who will submit them for approval to the Committee. If approved by the Committee, the names in full, designation, address, title and number of Lodge, date of Raising and names of proposer and seconder shall be printed on the summons calling the next meeting, at which meeting the candidate shall be balloted for in open Lodge. Three black balls or more shall exclude a candidate and no renewed application be considered for at least twelve months thereafter. No candidate shall be eligible for membership of the Royal Order of Scotland until he shall have been a Master Mason for five years.
  7. The Provincial Grand Secretary shall keep an accurate list of all the members of the Provincial Grand Lodge and make all necessary returns required by the Constitutions and Laws of Grand Lodge. He shall attend to all correspondence, keep the Provincial Grand Lodge Minute Book entered and up to date and maintain a complete and full inventory of regalia, books and other property of the Provincial Grand Lodge. He shall furnish the Deputy Provincial Grand Guarder with details of all the articles for which the latter is responsible.
  8. The Provincial Grand Treasurer shall be elected by ballot at the May meeting of each year. He shall receive all monies and pay all accounts and keep a correct record of the same. He shall prepare and present a properly audited Balance Sheet and Statement of income and Expenses at the January meeting each year and each member shall receive a copy thereof.
  9. The appointment of Auditors and the Deputy Provincial Grand Guarder shall be by show of hands at the May meeting each year.
  10. The Bye-laws shall not be added to nor altered except at a statutory meeting of the Provincial Grand Lodge and after due notice thereof has been given in open lodge or on the summons calling the meeting at which the addition or alteration is to be considered. Such addition or alteration must be approved by a two-thirds majority of those present and thereafter confirmed at the next statutory meeting of the Provincial Grand Lodge, They shall not become operative until they have been subsequently approved by Grand Lodge.
  11. Any matter or thing not provided for in these bye-Laws shall be ruled, regulated and governed by the Constitutions and Laws of Grand Lodge.
